You can lead with a fend, stiff-arm style, but if you're leading with the elbow away from the body and strike somebody in the face you'll get a red. Never used to be but since the professional era, the game has got much harder and faster so rules like that were implemented more strictly to protect players' heads and necks. Also the reason those players are going airborne is that you aren't allowed to be hit in the air if you're making a play on the ball, so if they take the ball while on the ground they get hit, in the air, they can catch the ball and protect it by turning before they get drilled the second their foot touches the floor. As a results a key tactic with the kicks is to either be one you can compete for tip-off style, or one where the opposition player catches it and immediately gets pole-axed because there's no blocking in rugby (in theory). These challenges therefore are usually a matter of bad timing, so the chase gets to the catching player while he's still airborne and moving too fast to be able to correct themselves to make a legal hit.

forearm is red card for sure, no need to be leading with raised elbows for any other reason than to cause injury, head clash though is a joke, at speed 2 people moving its near impossible to avoid in some situations, it essentially handicaps the defensive players as they have to give advantage to attacking player to avoid a needless red card. When the shoulder is next to the head, anatomically speaking, doesn't make sense when the player is trying to use their shoulder in effecting a tackle
