Idea: a floating eye appears in los Santos, slowly floating around the streets seemingly docile, but if you come into view of the eyeball and you move, you're turned to stone, frozen in place instantly, a deadly game of red light green light, over time the eyeball seems to get more bloodshot, becoming more aggressive and dangerous.

Idea: continuing from this, get enough hobos with various discarded experimental substances, each with a different power, and turn them into “superheroes” who cause most of the problems or make it worse. The scientist could convince them that heroes get money and food, so they also demand rewards from those they “help.” Also the scientist could think that is this could be a way to pay for some personal project he’s working on, so he promotes them to the mayor.

RP idea You have a suspicious person wearing a ski mask or whatnot and asks for the nearest bank, gas station, etc. You keep doing stubts like that until you get in trouble but its revealed you work there. Until a similar person does the exact thing and it turns out to be real (like the ghost stunt). I think it would be a funny one off psychological breakdown on the police.
