I dunno if you noticed yet, but once an evo dart gob hits its target, the target will remain poisoned until its death even if the dart gob dies way before it. The 4 second parameter is only for the poison clouds the target leaves behind

I think the reason why balance changes are a bit different this this time (more cards, not balanced after new season), is probably because supercell wants to give more attention to game balance this year, since game balance last year was quite horrendous.
