Hard to say, i think i'd say because elites and spartans are the two main leaders of a group. Just like grunts and marines are usually secondary. Brutes are lone wolves, however. Think of it this way, the elites and spartans are most alike and they are the two main characters (halo 2 = Arbiter and Master Chief) in halo 2, you got to play as both characters, giving you a hint as to what you can play as. This is proved because in the first halo game, you could only play as SPARTANS.

From the sounds of things, in this particular machinima, it's mainly just these three. All the other Elites sound like they're supposed to be basically like in the Halo games. It's not like every individual of a species would have the same intelligence, after all. As for the other machinima... I really can't say.
