In my book the REL lights are called Runway Entrance Lights, and the Runway Edge Lights are the ones that fit the description in the video. That's what it says in the AIM book 2022, it seems they changed it so be careful, REL is Runway Entrance Lights, these lights are in the entrances to runways from taxiways to guide pilots to the runway's edge where a hold line awaits, these lights are red when there is an aircraft on final approach to the runway

So we have the displaced threshold lights at my airport, we have the four displaced threshold lights on each side of the runway but we do not have the sets of three red lights on each side but we do have the white centerline lights, is that normal? Also, we don’t have the flashing runway and identifier lights but we have the runway end lights which are red and green on either side and this is what we call the runway and identifier lights, but it’s not the same right technically?

The red lights are associated with an ALSF-2. The white centerline lights you refer to are probably a MALSR.
