The gown suggests Saudi Arabia, but most there have black beards, even old people, perhaps with a bit of dye. Omanis often have white beards but tent to wear a different style of head gear. Finally found him Sheikh Nahyan bin Mubarak Al Nahyan of United Arab Emirates.

To salute. The people who are wearing military uniforms salute by pointing your palm to the hat. If they are not wearing a hat, they salute by bowing their head. There weren't any in this video, but if someone had been wearing a civilian hat, like a top hat, a fedora or a bowler hat, you salute by lifting your hat.

The Emporer of Japan the oldest Monarchy should never walk behind an European Royal couple it appears like their attendant. Thai or Bhutanese Royals wouldn't have treat him that way, trust me.

Naruhito was not Emperor at this time, he was Crown Prince, and he arrived along with the other heirs. At these events they usually arrive after rank. Lowest first, highest last. If he had been Emperor, he would have arrived after the Queens and Kings. But at this time it was still his father, Akihito, who was Emperor of Japan.

No being the oldest monarchy or not is not taken into consideration. Even more if the person is in foreign land. No matter his/her title of nobless they remain guest royal. And still walk after the actual queen or king of the land. And sometimes even after heirs or family royal members.

The order of precedence among royals is set by title rank first, the title’s age is second, so being the only lasting Emperor in the world makes Japan’s monarch first in seniority. But in this video Naruhito was still the crown prince so he did rank immediately after all monarchs. Also if he was Emperor already most probably he wouldn’t attend the wedding, it would be odd an Emperor to attend a wedding from a Grand-Duchy house.
