There were even places in Central Asia and the Far East that used to be majority ethnic Ukrainian. Belgorod Oblast, Krasynodar (Kuban) and parts of Kursk Oblast used to be ethnic Ukrainian as well. Belgorod (Bilhorod) was even part of Ukraine for a while, just like parts of Kursk Oblast. Border exchanges changed the border to what it is now. You don't believe Crimea was the only land transfer in the USSR right?

Looks like Russia would be forced to pull its troops out of Ukraine including Crimea if it were to reinforce Belgorod and the oblasts bordering Ukraine. Unfortunately, Ukraine and friends will have to do to Russia in Belgorod what Russia did and has been doing to Ukraine in Crimea, Kherson, Donbas, and Zaporizhzhia. If Russia really wants a 'buffer', it cannot be made on Ukrainian territory at all. That 'buffer' will instead have to probably include Russian oblasts such as Belgorod and Kursk.

But at the same time, the fact that the russians hadn't already evacuated those border towns either shows they knew the Ukranians themselves wouldn't hit civillian areas or didnt care if they did. It’s not difficult to verify. The RDK and FORL plus the Siberians are still in Russia proper, on the outskirts of Belgorod. They still have Grayvoron, Bezruky, Slatyne, Prudyanka, Dementiivka, Tokarivka, Makarove, fighting in Kozacha and have also Yasnye zori, Murom, Ziborovka, and a bunch of other towns in the area. They’re literally still on the outskirts of Belgorod

Any pragmatic view of war includes the almost inevitable fact that war crimes will be committed by all sides; that’s a dark reality few people outside of military service or related sectors really understand. The thing is, the blame for the entire situation lies squarely on Russia. None of this would be happening without their aggression. No one would have been pushed to this.
