These people that are caught from now on should have the car impounded (for release the owner must pay a big tax+other fines the driver license suspended for 300 days and should get at least 7 days in prison just to see how bad it is.. since it seems they don't get it and do not care for traffic laws & rules at all, they think what they are doing is much more important by reckless driving & don't care attitude.. But when the punishment and the fine-taxes as well will increase these accidents will eventually lower down for sure.. Otherwise police is underwhelmed..

Wow, I feel sorry for you guys in Russia. It's like the emergency services are a joke! And the authorities are even worse. If half of what happened here, happened in the UK it would be swarming with police in minutes, looking for the joker who drove on a sidewalk and hit a pedestrian. It's just lacklustre. That would lead to huge legal battles, and if you watched just a couple of these videos you can see that a significant part of the police is absolutely corrupt and buyable. There's videos where they get run over and the police guy takes the side of the drivers because they don't like being "forced" to do their jobs by these fine russian citizens just standing on a sidewalk.

Yes, but then the drivers move them aside again. Further, when it snows how is the pavement to be ploughed clear for pedestrians? Flowerbeds, bollards, and other barricades are defeatist measures. 'We give up!' says the government. Better enforcement, more severe fines, impounding vehicles, and suspending licences is the way to remedy. If a few drivers are hit with huge fines, are charged with reckless endangerment, put in jail for 6 months, and can't drive for 2 years that'll shift behaviour. Presently, people think 3000 rubles is a joke. Maybe 30,000 or 300,000 rubles will end their laughter.
