Sakhalin used to be a Japanese project. Japan sanctioned Russia. Russia took it back. LOL

Sakhalin Island was a disputed island claimed by the 2 countries even before world war 2. When World War 2 broke out, The Imperial Japanese Forces occupied Sakhalin Island. When Japan and Nazi Germany lost at World War 2, Russia (formerly Soviet Union) claimed Sakhalin Island back. Economically, Japan has to pay the damages of world war 2.

One thing the presentation fails to indicate is that all the oil production & processing plants were engineered & imported. The Molipaq is a second hand production platform from Alaska the additional oil export module being engineered & fabricated in Korea. The power generation, gas compression & water injection provided by Siemens, control & safety system provided by AB USA. Second platform much the same. RR turbines. The onshore facility much the same, RR gas turbines for process & power generation. Therefore other than construction Russian content appears to have been minimal. I worked on GT maintenance on the Molipaq which was contracted out OIM senior trades all supported by Shell & contractor reps. Infrastructure on shore including housing was even imported, so not a lot of Russian content.
