Citizens can smuggle contraband talk more of when a federal government does it. There are so many ways and Russia has blown up so many depots if you have been following the right news. To be able to intercept those shipments, there is a lot of info you have to acquire like time, route, mode of transport etc which is never easy to acquire at once.
