The Russians launch attacks on civilians and civilian infrastructure from that air base. Of course it was a legitimate target. The Ukrainians launch a missile at the base. Also the Russians didn't turn on the air raid sirens and refused to let their own people into the bomb shelters. Then Putin might have to admit the special military operation isn't going as planned.
