A helmet really doesn't do anything for you especially in the 90s when 9/11 happened in the US Army we were using vests full of sand (which was a total joke) and there was no such thing as real body armor yet

the so called rag is best for not getting heat stroke even if they have helments they could faint due to th insane heat. Could even soke said inside of rag and put it on your head, Thus the sun would not dry the inside of the rag. Also correct me if im wrong but some the reason armor and helments were ineffctive is because the caliber and preicing power, And powder were increased. Plus people even in modern day use sandbags as cover in a fire fight, However the armor probably be to heavy to wear if id have a guess, Or at least to become effective...
