Russian sourced, Oddity / Numbers Station ENIGMA ID S28. S28 is not a traditional spy numbers station, it is a military station, and more of an "oddity" in its actions. This video is one of the voice messages sent by this station. The video also includes an example of the common jammer / hoax / troll / pirates that have been transmitting on the same frequency as the Buzzer for many years now. And wait until the end, no jammer is complete without a little Rick Roll.
Normally, the Buzzer occupies 4625 kHz using a "marker", a repeating buzzing / grinding sound transmitted on frequency, thus the name "Buzzer" as that sound has a buzzing quality to it. The Buzzer periodically stops transmitting this sound, sometimes to send a message and sometimes just because it fails.
In this case the Buzzer sent one of its messages. Messages are sometimes sent several a day, but at other times weeks or even months can go by with no voice traffic. The message here is hammered by a jammer.
