Sadly, what you say is very true. Russian territory doesn't need to expand, it is very rich with resources. It is a Moscovite cultural problem of being raiders, not builders which has gone on for centuries. Only a few important mega cities and the people within them get these resources and most of the rest of the vast country doesn't have proper plumbing or electricity in small towns. It's really a pathetic situation for them to invade anyone when they can't even take care of their own country.
