I would try to avoid heavy usage of abrasives. Sometimes there may be manufacture's markings under the rust, and lower grit sandpaper or the dremel can very easily remove them and you would never know it until it is too late. For light to medium red oxide rust, I like to soak the piece in plain distilled white vinegar. There are other products out there like Evap-O-Rust and acetone, but I do try to stay away from heavy stuff like acetone unless the rust is extensive.
