It would be 100000% easier just to cut the nuts and bolts. I wouldn't want to use the same bolts or nuts even tho they are clean. The strength is not there anymore.

Before painting the axle, I would have sprayed on a primer and spray filler, it covers the ugly rust level 3 craters in the steel and the crater landscape is then softened... that's how it looks ugly. With primer (but not epoxy primer, be careful) and filler you would have achieved a more visually appealing result. Unless you value 100% originality, that's okay, for example with the WWII VW Kübelwagen or VW Schwimmwagen dengelt You can't even get the dents out, that's strictly forbidden there.. it would only disturb the originality, you're probably on a similar path..
