It kind of does after you find out his Semblance is to manipulate water but he can't control it fully and he nearly drowned himself and his brother when they were kids, so now he lives in constant fear of what he could accidentally do around water.

Before the Dawn spoiler alert! The reason Neptune is afraid of water is because of his semblance. He can make water that he touches stick to whatever he wants. When he was little he was already freaked out by water, so his brother Jupiter decided to teach him to swim by throwing him into the water. He panicked and encased him in a bubble. Fortunately, Jupiter’s semblance is evaporating water, so he was okay, but it made his fear of water even worse, because now he’s terrified of what he could do.
