I often use Gloss Clear. It shows up great on 100% cotton.

If the water base ink has a clear VISIBLE finish, then you can get similar - ish looks. Clear Silicone looks really good.

NO FAIR!!!!!!! it will be near impossible as I have seen stuff on a manual that LOOKS like it was done on an auto and the reverse! Stuff on an auto that was simply atrocious!
