I can't get over the fact, that Tamamo is the quick card and Charlie one of the arts cards. It would have made so much more sense if it was the other way around

The quick card is the support card, providing evade, so tamamo makes sense.

7 Turns? Sounds about right. I mean she is equivalent to 7 servants after all (2 for arts and buster each, 1 for quick, 1 for extra and herself included). So she gets to take 7 times as many turns as other servants.

The stun chance depends on the Overcharge (OC). You need 500% OC for 100% stun chance (and still it's not guaranteed beacuse some enemies have high debuff resistance), at 100% OC the stun chance is 60%, and it scales 10% with every OC level.
