its called "ryu ga gotoku" or "like a dragon". it would be distasteful to name a videogame after one of the most hated groups in Tokyo in their opinion. tattoos are also nonexistent in the game i believe for the same reason, because of the negative stereotypes associated with them

There’s a whole spiel about Kiryu and his x bestie’s tattoos being connected. Kiryu is amazing and his x bestie is a little bitch who will never be as great as the Dragon. We even see Kiryu get his tattoo touched up. We see Majoma’s tattoos and many other characters as well. No tattoos in the games my ass
