oh no, another saying "Budget expend" joke. this not about budget, its a about the animators working in every episode. in this case all the s-hawk fight scene against zoro is from vincent chansard a french animator who is now working directly in toei animation. he has say many times its not about budget its about time. every episode has the same budget but diferect animators and teams work in every episode thats the reason some are regular, some good, some excelent and some bad. thats the problem of a weekly anime they cant make every episode good like this.
