Yes, at he told u, 3 stars 5 cost are the least thing that Riot program to TFT. For example, the last season, on the PBE 3 stars Udyr just gained a bunch of attack speed, or 3 stars rakan just gained a lot of damage or the same with irelia. Low hp. Many rounds to keep the eco and level up coast to many. You can make about 40 rerolls with that gold. Is worth it sometimes.
