The 'WEST' did it and timed it so that a Chinese ship would be passing whom would get the blame. Photos show no evidence of the cables being dragged across the seabed to the point of snapping. Looks more like a cut-in-place ! A ship's anchor would not do that, other than by a very calculated vertical hit.
