If i was to set up a tent inside city limits, camp on public property, or light a fire i'd be fined or even jailed but for some reason if i was homeless not only would it be allowed but encouraged by some people. It seems like the only thing they've done is given them tents to ruin the city with, imagine if they used all that money to purchase a big area of land just outside the city, not only would you have some place for them to go but could actually create services that are very centralized to all their needs.
