That was actually the case. Many bowlers were blamed to have an illegal action like Muralitharan, Harbhajan and some other Spinners mostly off spinners who had to bend their elbow a bit extra to get reverse spin. ICC influenced by Asian countries actually changed the rule and allowed a small degree of bend. Many classical off spinners were really unhappy with that as it would be unfair on proper off spinners.

I think ICC should have given more leaway for deliveries that were more difficult to bowl with a straight arm such as doosra. It is not fair that they have the same rules for stock off spinner and doosra while the latter being extremely difficult to bowl with less than 15 degree arm bend/inflection. ICC's this decision really took away a great competition in the batsmen-dominant era
