My question is should the trunk be planted that far above ground or does it have that much trunk underground as well? Does this trimming help more frongs to grow?

The trunk is that far above ground, because that is how much this sago has grown. Trimming the trunk does not help more fronds to grow. Sagos typically sprout new fronds once to twice a year. If your sago hasn’t sprouted new fronds around this time of year, I would suggest cutting off one layer of the existing fronds. This typically will force the sago to sprout new fronds.

How often do you do that and does the part you shaved grow back and need to be shaved again?

I do it once a year, however, I will only shave the new stubs that have resulted from me having recently cut back palm fronds. The part of the trunk that I already shaved will pretty much remain smooth. The color does change from the orange brown to a dark brown over time.
