The idea that the Church has the power to "bind and loose" (i.e., make decisions on spiritual matters) is fundamental to this practice. This authority is seen as granted by Jesus to his apostles, particularly to Peter, the first Pope. Here are some key biblical passages that the Church uses to support this authority: Matthew 16:18-19: "And I tell you that you are Peter, and on this rock I will build my church, and the gates of Hades will not overcome it. I will give you the keys of the kingdom of heaven; whatever you bind on earth will be bound in heaven, and whatever you loose on earth will be loosed in heaven." In this passage, Jesus gives Peter, and by extension the Church, the power to make decisions that have validity in heaven and on earth.
