That's a Bounty Hunter. If I remember right, that's a new mechanic introduced since AC Origins. Basically, thought the world, there are these REALLY TOUGH enemies that keep trying to find you and kill you and you cannot hope to kill then unless you level up and come back much stronger then before. Yes, not even assassinations would work, you'll need to spend skill points on even that.

It's because the guy he was trying to stab was 3 levels over him so the damage was reduced. If you're within 2 levels and you have your points in Assassin skills you'll pretty much insta gib most people with an assassination.

This is the problem when you try to take a semi realistic premise and then have numbers attached to it where your numbers have to be bigger than their numbers. This is why the division was a failure if a game because the idea that you could take a light machine gun put it in a guys mouth and just pull the trigger for a minute straight and it takes one tenth of the dude's life off well he waves a mild fart in your direction and insta kills you is just ridiculous.
