What's confusing about it? Luffy's VA is just stating the same thing she said here in 2010. That Luffy cared about Vivi because he wanted her on board the crew at the time. Nami's VA got upset with her about it because she said Luffy shouldn't think of another woman unless it's only Nami because she's the heroine.
