bro i will tell u how they two become enemies..first things first yes deva let varadha rule and he became his salaar...varadha allowed deva to make rules in nibandhana...due to which deva made a stamp and added a rule that it shoud not be stopped.....now second things second how did these two enemies......this film plot is based on ugram a kannada movie originally made by the same director prashanth neel...incase u have watched that movie u will know that agasthya and bala two bestfriends ,inspired by whom deva and varadha characters were made,turn hostile to each other.....bala venges on agasthya for killing his brother.....why agasthya killed his brother watch the movie....therefore deva would have defenitely killed varadhas brother......salaars many scene were extracted from ugram for eg.devas mother who allowed him to fight in the kidnap scene was taken from ugram....instead of khansaar its mughor there.....also agasthya stays calm and kills a rowdy thereby beginning balas rule....same here deva kills vishnu in the similar manner of agasthya........watch ugram u will get to know ur asnwers....

In Mahabharata, the character's Bhishma birth name is Devavrata and in Salaar movie, the protagonist's first name is Devaratha, I wonder if the director purposefully chose to make this play on words/names to place emphasis upon the main character's supreme act of severe self-sacrifice in pursuit of the greater good and loyalty to a higher purpose beyond self-serving goals and desires?

You are correct. Bhishma sacrificed his right to the throne as well as his right to marry so as to not have kids that may become future competitors for the throne. The same would be true of our Salaar Deva. I have a rough idea on how things may end in Salaar part 2,but I don't wish to spoil the thrill. But one thing for sure, if the hype of Deva's flashback story being a story that is frightening to even know about, then Salaar part 2 is going to be the 'best A certificate film'( in terms of blood and gore) in India, as well as one of the best in the world.

Varadha knows deva is dhaara’s son. Why else would u think he would give his biggest territory worth two votes just to save 2 lives ? He asks that person to keep it a secret and doesn’t tell anyone why he gave his territory away .prabhas never has any dream of ruling and his mom doesn’t want him to stay in khansaar , so he’ll help kill the current king and his first son to avenge souryangas and then give the throne to Varadha . He probably kills Varadha’s brother or the other souryanga will kill him and that created a rift between the two friends mostly .

its inspired by Mahabharat in Mahabharata karn sacrifices his life for Duryodhan .and he knows that pandavas is his brothers and also he is elder brother so Obviously he became king. But karna still fight for duryodhana. against his own brothers. If you carefully see the story of salaar. Deva character like (karna)and vardha like ( duryodhana). We see in salaar That present vardha set on throne. so deva fullfill his promise.
