Maybe Leo was always harder on CJ than the other senior staff because he was testing because he wanted to see if she could take over for him as chief of staff one day.Yeah i know Josh was deputy chief of staff but Leo may have known Josh would never be President Bartlett's COS.

It’s a member of a Whitehouse staff who works closely the President, hugging a call girl. Even for the times within the show, and nothing happened, that’s probably bad optics for both liberals and conservatives. Especially during voting time, within the show.
