great khan I’m in the States, and where I work you need either a permit (I get it for free for working at one of the restaurants in the shopping area) or have to pay to use the parking lot. Same with if I ever go downtown; most places there make you pay to park, and people who work there need a permit so it’s a lower fine instead of like $20/day in a parking garage/lot.

I love this song, but after really listening to the lyrics, it confuses me. At the start Randy wants to chase down Derek to get their permit, but the story that he is trying to tell is how they ran over Derek and got the permit back. So at the start of the story, Derek has been ran over and they have the permit that Randy is complaining that they need to get back..? Either way, the song is hilarious.
