STATE level politics matter! People don’t really understand, guys like Giuliani and places like New York have much bigger impact than just their home state. RICO started in Washington State in the 70s and that changed the nation! Likewise for Nelson Rockefeller with the Rockefeller Laws in New York, in 1973. People bring up the Biden Crime Bill (which is actually the Clinton Crime Bill technically). But this is the part they don’t bring up… Firstly, the drug game was so crazy… Black Mayors (STATE level officials) actually lobbied for that bill and were demanding for harsher laws. 2nd) The Black prison population percentage federally actually decreased after the Crime Bill. Nixon, Reagan Era: 1980-93, the percentage of sentenced inmates who were Black rose from 46.5% to 50.8%. Clinton Era: He was voted in, in 1993. By 1995, Black prisoners accounted for 45.7% of prisoners, and in 2002 accounted for 45.1%. Nixon, Reagan Era: From 1980-94, the nation's prison population more than doubled on a per capita basis, from 139 prisoners per 100,000 American residents to 387, according to the federal government's Bureau of Justice Statistics for 1994. In 1980 alone, state and federal prisons posted a 12% increase in the number of inmates, with an average yearly increase between 1980 and 1994 of 8.7%. In 1989, the federal and state inmate population swelled by a whopping 13.5% as 84,764 new inmates joined the prison ranks. Clinton Era: 1994 - the year the crime bill was passed - to 1995, the inmate population increased by only 6.7%. The annual increase then dropped steadily for the next six years, from 5.1% between 1995-96 to 1.1% between 2000-01. The horrors of that Era that we talk about actually happened mostly at the STATE level. And states were copying NEW YORK and it’s application of RICO and Rockefeller Laws which was going on since the 70s. Though, the Truth in Sentencing part was the bad part of the Crime Bill. Reagan and Nixon actually increased the jail population exponentially. And Reagan signed The Anti-Drug Abuse Act of 1986. That bill was authored by James C Wright from TEXAS, and created the huge disparities between crack and powder cocaine sentences. This bill is what was underlying the 1994 Crime Bill that made it’s effect much worse. So, again, all throughout this process it is STATE level politicians who were pushing these things to happen. That is why, even if you don’t fk with none of the presidential candidates, you should be paying attention to your LOCAL politics. The mayors, judges, justices, state reps, etc. Because they will be the ones to pressure the President to do one thing or another. And if you happen to be from a state like Giuliani, that has a huge number of electoral college votes (29 of them), you have a major impact even without being president or a congressman!
