So let's say my population is 1000 the sample of that is 145, instead of going to 145 different enterprises, I can justify the use of let's say a half from one enterprise and the other from another? Or what do you recommend with this idea?

Don't do it. Cluster samples are rarely effective because most real-world samples are not well mixed (effectively random). That condition matters.
