The telco will charge it separately. It does not use mobile data or Wi-Fi. I had my phone on Wi-Fi with mobile data off. and I still can make video call and get charge for it.

This feature depends on your network carrier. They may or may not support it. Call your network carrier and ask them if they support it.

this video call can cost you money, as it uses special network's feature and not over your Wi-Fi data. Yes this feature is available on the Galaxy device but may not available on other devices like the Nexus. On the nexus you can use Hangout which uses Wi-Fi data instead.

I have s5 and chat and call service and is a feature I must download, like Viber ..downside : use data; just like all others. Build in feature does NOT use data. Now if there's a trick out there, I don't know, so far all comments demonstrate that no one knows either. Sad but true

Yes...I try it on the S5 and S4, and it works. However it cost quite a bit, as it does not use Wi-Fi nor mobile data.
