Check who claimed the song. Usually, Hoyoverse doesn't do copyright strike since content creators help spread their game influence. The exception is leakers afaik. However, it's been documented that there are strike scammers who run around claiming contents they don't own. If the claimer is not a known Hoyoverse channel or Cognosphere, I suggest you contact youtube and report it being a false strike.

The copyright owner name is "[Merlin] EWway Music On behalf of: 独立发行". The in-game cutscene only includes a partial version of this song while the whole song is only posted via social media platforms which may include part that they don't allow. There's also a chance that they are not associated to Hoyoverse/Cognosphere like you mentioned as well. After reading your comment, I did dispute a claim for my video as fair use, and let's hope it works out! (Thank you for your advice! )

Hoyomix isn't an independent artist and doesn't need this agency to strike/claim on their behalf. I looked up some discussion about false strike, and yeah, most of the known perpetrators use [Merlin] prefix. Rather telling.
