those are streettouts witch are holding in general promotion for there respective cafe`s (usualy with a certain entering fee or something i think)

Those are concafe (concept cafe) workers that's why they're dressed in cosplay. At concafe, you usually pay for a seat per hour. Additionally, you are required to buy one drink per hour. The signs normally include the name of the cafe and the cost of a seat per hour. Sometimes the fee is charged per 50 minutes, 40 minutes, or 30 minutes. It isn't a requirement to buy the cast member (concafe workers are called cast members as in a theatrical play) a drink but they usually won't talk much with you if you don't.
