Sorry for the late reply. Dude that was the hardest location to pin down. Saw a picture on google and I sherlock homel'd it. Don't know the exact address, but it's a facility for the elderly. No questions asked when I walked and took an elevator to the third floor. Some residents even joined me for a chat and offered me tea! Look up old age homes in the area and find the point of view from my shot on google maps and get trekking!

Love the city but La Antorcha de la Amistad is such an eye sore. Wish it was a real traditional torch tower or statue as opposed to ugly modern art.
