How can the city let venders set up on the boardwalk at the beach and actually block everyone’s view of the beach?

So who's view to the beach? Because when you go to the beach if you go to the touristy areas, the tourists block the view, but if you get a hiking distance away you can pretty much enjoy the view by yourself. So I am not sure how vendors are any different than any other person who sets up a canopy on the beach.

Balboa park is not a County Fair. If they are going to allow anyone to sell things it should be in a specific area. They shouldn't be spread throughout the park where litterlly you have to walk around or dodge them to enjoy the beautiful Prado. These vendors give the Prado a 3rd world country vibe and it has to stop.

So go to a part of the park that doesn't have a tourist attraction where buskers want to be, lots of places in the park where there is no music, buskers or people. Which is where it sounds like you need to go, rather than El Prado!

It used to be that people had specific places they could set up, and they had to go enter into a lottery each month to get those spots. Why isn't that still upheld? It helped prevent noise pollution, which was my least favorite part of being in the park when I was there last.

also expect tax payers to foot the bill when the expressive activities sue for over bearing restrictions that violate rights. One guitarist gets his guitar confiscated and a law suit is on.

But neither place looks like that even when vendors are all over the place and its full of tourists, Revolution has crime on every corner, and is full of stray dogs, and cheap tacos, and beer. ITs pretty dirty, but I haven't had but one bad time on that street, still the areas you mentioned look nothing like that place.

Good gawd. Performing in public is not a 1st Amendment Right. They literally just legalized setting up a performance anywhere they want on public land. This is absurd. And a yet another bad decision from this declining city and state.

So several supreme, and district court cases have said otherwise. They have a long list of expressive activities that constitute as protected speech. Not only the speech itself, but the speech of listing a price, or accepting compensation is also protected. Do a little light reading, Sparks Vs White 2007. Also see Burgers Vs Seattle to educate yourself, so you are a little less ignorant to what is and is not considered first amendment rights.

I just watched the "rangers" run off all the colorful people in O.B. yesterday. Our lives are a work of art. We don't live this way to listen to silly people. We all have the right to the Pursuit of Happiness. And free commerce. Run off people who aren't begging, aren't in line somewhere for something free. But the guy with the tweeker float can stay, and the guy fully crashed out with all his crap can stay. The lady yelling at palm trees can stay, the crusty dude who doesn't bathe can stay... I permit myself to go and do whatever I choose because I am free, I don't need your permit because I already have mine. The "rangers" should be relegated to the said 6 by 8 square area and only talk to people who care to come close enough.

commerce is not free speech.. they need to have a business license and the proper permits. as far as singers/performers fine as long as its not in a spot tying up pedestrian or other traffic.

So sick of seeing people selling stuff near beaches and downtown. Not only is it tacky, unprofessional, and illegal, it harms local businesses. They take away from sales in local areas, do not pay business taxes and lack accountability. I hope the city takes this seriously and really does continue to enforce this ordinance. They owe it to local law abiding businesses.

Ya know state law, made that possible, for a very valid reason, people need to make an income, and waiting for others to hire you after spending weeks applying places doesn't cut it. Further more our on country values is life, liberty and the pursuit of happiness, so to tell people they can't do something that is legal for them to do is against our countries core values!
