First of all the heat storing capacity of water is much much larger than sand. So correct the statement please. The specific heat of sand is 830J/kg*K but for water it is 4.2kJ/kg*K. So in case Finland water is not used because the ambient temp of Finland is already in negative so water is in ice form that's why rather than use of water they are using sand.
