In Spain there are very strict rules regarding food hygiene. You have to have a licence issued by the town hall and have to comply with very severe sanitary rules in order to sell food. The fish in the video is "salted cod" and does not need to be refrigerated. It is not fresh cod. It is kept in dry places for several months (it cannot be kept cold). It is a technique that is widely used in countries like Spain, Portugal, Norway, Iceland etc. It is obvious (from your comment) that it does not exist in your country. If you want more information search in Wikipedia for "Dried and salted cod" in English or "bacalao en salazón" in Spanish.
