Only focus on your main skill, don't level up all skills that you own. Once you can farm those record frames a lot you can start leveling up other skills

Gacha tier list? You can pretty much watch my review banner that I do everytime a new banner comes out and I have already made a review on the 72H Head Start Order. If you mean skill records, it's TOO borad subject since there are many skill records for each weapon + different roles/skill type
