As a Canadian, I must say, Bush had a the presidenting skills of a toaster and we're still the laughing at him 5 years later. I like him much better when he can't start wars and shit. @DabbsBiotch No POTUS is perfect, but I don't GWB as a screwup. I'll admit that he wasn't the greatest public speaker. But considering he had to guide the USA through 9/11 and he did so with great calm and confidence, keeping the economy and infrastructure stable, he did an amazing job. I personally think that the liberation of Iraq was a just war, as well as operations in Afghanistan. I actually can't think of one thing GWB screwed up. I've lived through 10 POTUS now and in my opinion GWB is 2

(Per the Gallup Poll, George W. Bush averaged a 49% approval rating over his two terms. Barack Obama is averaging about a 50% approval rating now. This doesn't sound like a huge difference. I suspect it would seem to be much greater, however, depending on what political camp one tend to hang out with. For example, if you were attending a Hollywood party at Oprah's house and were chilling with Sarah Silverman on the toilet.)

I'm an Australian, but I've also spent a large amount of time in Asia and Europe and the perception of Obama is considerably more positive than it was for Bush.
