This feels like a joke without a punchline... am I missing something here? Why would anyone regret anything they don't have any control over? And if Sawyer is supposed to be the butt of the joke, that doesn't really work.

because the two questions she has that he did have control over, the first and the last, he denies having regrets but does not expand on why he doesn't. so asking him about iraq or shooting his friend is just as meaningless as asking if he regrets that less than half of all sea turtle babies make it to the ocean. it's about the absurdity of the interview itself if neither party intends to actually discuss anything.

The joke is he's a heartless bastard? The things that he and the administration did wrong/failed to deliver (Katrina response, invading Iraq, shooting his friend, Social Security reform) he doesn't regret having failed on, despite the negative effects of those things. She tries things that other people would have sympathy for, like the turtles or old yeller, but he doesn't care. Regret can be for things that have happened, like "I regret that person died" even if you personally were not responsible. They might be stretching the usual usage of the word here, but portraying Cheney as heartless is the point.
