Looks like are possibly seeing the writing on the wall their economy can't rely on oil alone long-term and seeking to diversify for a possible new agricultural economy push and that could be good for those desert regions and the environment overall to get biomass to naturally contribute to carbon sinks. Solar reflection concentration/reactors could also be used to generate the steam instead of a costly solar photovoltaics systems at higher costs, risking less efficiencies due to how much sheer dust is in the region that contributes to solar cell inefficiencies but I'm just an idiot commenting on youtube videos.
