For the past two years, Saudi Arabia has prepared to place its national oil company on the stock market. Officials talked up the Saudi Aramco initial public offering (IPO) with international exchanges and global banks. It seemed like a great idea that the world's largest oil producing company, valued at $2 trillion, would become the world's largest ever traded stock.
There are many companies in the world which move and shake markets but perhaps no other organization essential to running a country. Aramco is unique and it runs no ordinary country. Saudi Arabia plays a key role in moving global oil prices. The oil market affects everyone on the planet directly or indirectly. Oil prices have developed and destroyed economies - Sudan and Venezuela being the most recent examples. So that company shedding its cloak of secrecy and deciding to go public is a huge deal. Specially for Saudi Arabia which is run by a monarchy and its affairs cannot be publicly evaluated or scrutinized.
The proposed listing of the national champion was a central part of the young Crown Prince Mohammed bin Salman's Vision 2030, a reform drive aimed at restructuring the kingdom's economy and reducing its dependence on oil revenue.
"I think there was a strong case for the IPO and there still is for the selling of a stake of Saudi Aramco and there are lots of reasons for it," explains Jim Krane, an energy researcher at Rice University’s Baker Institute for Public Policy. While Saudi Arabia, like other Gulf states have been trying to move away their economies from oil dependency for years, "the specter of climate action has finally made the Saudis get serious about it. And really the only way to diversify is through Aramco and Aramco is the source of revenues that the Saudi state needs to build other economic sectors."
The Kingdom holds about 16 percent of the world’s oil reserves and is the largest exporter of petroleum among OPEC countries. Nearly half of the country's GDP comes from oil and Aramco itself employs 65,000 people.
The concerns about radical changes in strategy put a spanner in the works for Saudi Aramco's public listing. For the first time in its history, an IPO would bring full public disclosure of Aramco's financial details, a feat that has never been made public.
"Probably the biggest downside is the transparency that would have resulted around Saudi oil reserves," says Krane, a number that doesn't move beyond 260 billion barrels. "If Saudi Aramco would have listed shares on the NYSE or the London stock exchange, the regulators would have forced Saudi Arabia to come clean on all of its reserves, how much of that is proven probable or otherwise."
A lot has changed since Mohammed bin Salman's international public relations drive such as the imprisonment of top Saudi businessmen, the murde r of journalist Jamal Khashoggi, the continued wa r on Yemen, and the Saudi-led blockade on neighbouring Qatar. That has resulted in a flight of capital, reduced foreign investment, increased Saudi borrowing and a halt on Saudi Aramco's IPO.
This is not the first time reforms have been promised in Saudi Arabia. "In many ways, Mohammed bin Salman resembles his grandfather Abdul Aziz al-Saud," according to Chas Freeman, former US Ambassador to Saudi Arabia. The late leader united the country "with tribal marriages...conducted a wa r in the Saudi south, which took land from Yemen...suppressed religious uprisings and it worked." Whether his grandson's current ambitions will work is "unknown," says Freeman.
Aramco owns the largest refinery in the US, Motiva, and hundreds of facilities across the globe and funds universities, think-tanks, lobbying firms and controls a vast media empire. That money shapes policy and perceptions while also covering up criticism of the kingdom.
Saudi Aramco's failure to launch and a young leader's stumble from one crisis to another are directly linked. There is an urgency to rush into things but also a lack of experience. "That is really like planning for the growth of a nation, not the exit of an IPO," says Chad Brownstein, a hydrocarbon investment analyst and CEO of Rocky Mountain Resources. "And the growth of a nation takes a lot more planning than a couple of months."

The money that comes out of aramco who is “owned by one family” comes back to the people. comes back in free education(with monthly salaries of 260 dollars to help the students), free health care, free scholarships abroad with full paid expenses (tickets, health insurance and monthly salaries of 1214 dollars to help the students abroad), helping programs for the unemployed , the disabled, the orphans, the soldiers etc... so yeah its really belongs to the people. On top of all that taxes are only 5% something you will never even dream of as a westerner.

@@blissetmizz He's basically pointing out there's no documentary or as much coverage of the US being basically owned by a few families yet there's much hoopla about the Saudis being like that. He's pointing out the double standards. Now obviously he didn't say it the way I just did but if you look at the big picture and how the world seems to have tunnel vision, that's what he means and he's right. USA does 'A' and it's good but Saudis do 'A' and it's bad. Lots of bs indeed.

this is the opposite the saudis want western wealth not the other way around ... they want to raise funds through western money and selling shares because in the east often govts dont charge taxes and really have no other way to pay for public services than oil funds but really when you tax .. then social benefits pay YOU back as a govt as things you buy give money back in revenue ....the saudis are poor because they are a river to the people ...but the tax system never makes it rain.

That sounds right, but you forget that there are single American companies whose yearly revenue is larger than many nations' entire yearly GDP. You're used to seeing these big numbers and thinking it's normal... it isn't. The United States is an absolute economic hegemon that operates on a scale that MAYBE a handful of other nations even come close to. China is a good example of what I mean. They have advanced rapidly to have cutting-edge technology and industry which has made them very wealthy. But even with all of that tech, advancement, modern economic markets, and wealth, they are STILL second place to the United States in terms of GDP while having a population that is almost 6 times larger than that of the USA. If you look at the numbers, and the way that global finances and the general world order operate, the United States is MAGNITUDES more powerful than any other nation on earth. So comparing Saudi Aramco to American companies isn't really a fair comparison. Saudi Aramco is HUGE for a nation that didn't industrialize until after WWII.

Proud to have worked for the prestigious Saudi Aramco for almost twenty seven years since 1979 in Dhahran. Amongst the ups and downs, tricks and treacheries, Saudi Aramco maintained it's very own style of administration and operation fair and board. Serious challenges were there and the Company steered through to maintain the Saudi finance and economy afloat being the most important and dependable partner of the government. Their planned Saudization of human resources and contribution to the country's overall education, health and business deserve a recognition with high note. Wish them continuous success in all the sectors and develop the 'all local workforce' for future challenges.

I proud to work with Saudi Aramco... But have one question. Why the ARAMCO not allows to expatriates to become a ARAMCO employee.. As they are working continuous as a contractor employee as they have a good experience working in Aramco ?

I worked in the hospital for employees of ARAMCO so lived in the ARAMCO compound for 2 yrs when it was an Arabian American Oil Company it is now an Arabian Oil Company worked 1 year during that time.

It’s one of the most prestigious companies in the world, like if you were lucky enough to work for them you’d be set for life. I have a friend that works for Aramco and instead of Aramco paying him the typical housing allowance required by Saudi Labor Law, they bought him a freaking house and paid for it by his housing allowance for the next 30 years interest free. He was 25 years old with half a million dollars house 😂

Aramco has to diversify its revenue base away from oil to green technology by buying companies that are successful in these new technology areas. For ex, by buying air taxi drone service companies. You see this happening in places like Singapore and Dubai.

I had no idea how complex the economic model is for the House of Saud. If Aramco is owned and operated by the government, what distinguishes the Saudi model from an SOE such as would be common to the PRC? Also if there's a decision by consensus, can one hold out impede a particular initiative? Thank you

Beautiful documentary, with a more of beautiful shots, in which a thorough picture gets painted, and really knowledgeable people are being interviewed. Fantastically done, it has created a lasting image in my mind! I just have one question: it gets stated that Saudi Arabia's attempt to break its competitor Shell by causing a huge drop in oil prices a few decades ago, massively backfired. How, and what happened?

Saudi Aramco did NOT go public in 2019. Rather, they sold 1.5 % of their shares publicly. The other 98.5% are still held by the Saudi State. For a state owned enterprise to "go public" would mean that the government owner would sell a majority or all of the company's shares on an open stock market. Much hype was made that they were poised to do just that, but this was not so.

Yeah but its more about the transition from combustion engines to electric. I let you in on a little secret. Automobile Makers have been pushing to put Electric on the road for nearly 30 but have been restricted. The restriction on electric vehicles have lifted. We are currently the Infant stage of electric vehicles, but the growing pains will not be there. Within 15 years electric vehicles and other forms to power will make traditional combustion engines obsolete.

The reason to IPO isn't just to raise money. It's also to have a market to sell your shares for a good multiple of earnings. They are trying to diversify away from oil and hence selling Aramco over time to fund other projects.

Ammm it would have made sense and very much so. This about it: with the IPO the shareholders would be only a few and they would VERY VERY RICH like 2 trillion worth of rich while the people would have become poorer. That is why Saudi eonomists leaked info at the risk of going to jail. Now with Aramco being a state owned company, everyone benefits...with the IPO only a few would. Brave those smart guys that denounced this, I pray they are doing well.

Saudi Arabia needs a Sovereign fund similar to Norway, be a financial hub like Singapore and boost tourism for middle class foreigners. In the case of Aramco divide it into 2 companies would make sense. 1 side goes public and 1 side stays private as well as moving to make public some parts of the value chain.

Aramco was founded with the Americans and Arabians (AraMcompany). The IPO was announced last year and they were deciding whether to go to NYSE (NASDAQ/NYC:AMCO) or LSE:/LSE.AMCO. They then pulled out and said they are not comfortable yet transitioning to the public phase, maybe it was just a testing between who would give them better concessions. Ultimately, the British did but they pulled out anyway.

My grandfather worked for Aramco in the 60s and 70s. He may be in some of the historical footage shown. By the time he died at the turn of the century, he said that the company and the country had changed a lot and wasn't the same by then. He probably wouldn't even recognize it at all by now.

The ipo is a good way to generate some revenue , and hopefully use it for a good cause. Normal business investments , one expects 10 to 15% profit . On the exchange, people play with fluctuations , and can expect 1/10th of that in dividends . So in reality, they are getting 10x the value of the company in the ipo . And it will still increase in stock price on the exchange , because the rest of stocks are the same.

If they were to list it on another stock exchange, say Shanghai, then the stock would have to be bought and sold in Chinese Yuan currency. This makes you vulnerable to fluctuations in the value of the yuan. Additionally, listing ARAMCO in a lower-transparency stock exchange is a big signal to investors that there is something shady going on, so they won't buy in. Anyways, you'd need to be dumb as a rock to invest in ARAMCO. Like seriously, who's gonna put their money on oil in 2020?

They ramped up the price to get a higher IPO... Maybe they dont have the reseerves to get a higher IPO.. To get a. Higher IPO share pricing they need to show a history of higher reserves...maybe its just them showing part of petroleum production as reserves...and then rilling that figure over... So when they ramp up the price... They want to fool the public into thinking that they r doing that in the back of huge reserves... If the market knew that the reserves were fictional then the shorting pressure would be very high... They lose theor power to determine the price.. the short sellers would be determining the price..

@@cookinsdabest True, but only thing you can do is go with whatever evidence has been presented from both sides... and thus far America & the allies have presented more convincing evidence. There are questions to some aspects of the investigation, but majority of investigations always have questions. Iran hasn't presented anything to show their innocence. They were involved either primarily, like the evidence is pointing to, or aiding the attack... In America, that still gets murder. You knowingly aided/ planned the attack, you are just as guilty as the attacker. And that is regardless of anti-iran policy, anti-Islamic possible feelings, ect. That doesn't neccesarily make America guilty of perpetuating a false narrative instantly... but it does make us all look closer at the entire investigation, all the motivations, who, what, when, where, and why. God bless the USA. 🇺🇸🇺🇸

I read Ellen Wald's book. It's pretty fair and shows the adroit moves of the Saudi oil ministers and certain of the royals to ensure that Aramco would not exploit the kingdom and how through patient, yet hawkeyed monitoring and planning, they waited until they could buy the company fair and square rather than bring problems on themselves through expropriation. This strategy largely determined the kingdom's privileged position with the west versus the unfortunate position of other oil rich states, even those with much more democratic governments. The Saudi State is not ready for an Aramco IPO. You think the shady, fitful, arbitrary, and unrealistic whimsy of Prince Salman (who is so much less of a man than his father), could be trusted to manage a sovereign wealth fund (the Aramco IPO money would be put into one of these, such as the small already existing one, I assume)? He'd sell off half the holdings for a pie in the sky imbecile vision of a linear city built anew in the desert, when Saudi Arabia already has excellent candidates for urban renewal in places where ppl already live...and who's to say massive new urban projects are what the ppl need right now, versus, say, better water infrastructure, educational institutions, legal and dare I say--political--reforms. The monarchy should relinquish direct rule and become a constitutional monarchy with a professional legislature, even one that were only semi-democratic.

@@silverkitty2503 Revisiting my comment, I have a slightly better view of MBS than I did at the time. I think he's largely a closeted progressive with some crucial reforms in mind that may ultimately deliver the middle east from some of its current dooming factors: 1. challenging the old Petrodollar/Security scheme signed by FDR and Ibn Al Saud, considering in its place an array of Petro-Yuan, Petro-Euro, Petro-Rial, etc. arrangements which would be fantastic, yes, for Saudi independence, but much more so for price stability in the developing world and conflict remediation. 2. Pursuing detente with Iran. If MBS could shake the awful "Cut and bar Iranian oil from from the world market at all costs" doctrine, one of the region's central destabilizers (the Saudi/Iranian rivalry) could be mitigated. In essence, egged on and reinforced at every possible turn by the U.S., the rivalry acts as a Divide and Conquer strategy that ultimately aids the old imperialist Atlantic powers at the expense of the middle east as a whole, the two rivals themselves included. 3. MBS, once he obtains sufficient triangulation from the US, may lend the kingdom sufficient multilateral leverage on a diplomatic level to permit MBS a greater license to move against the clergy and institute gradual westernization/liberalization. I think MBS ultimately wishes to bring women into the workforce, cut back on over the top cultural censorship (but keep political speech at bay) and transition the social model from mass welfare based on oil checks to an employment and services based system, or - at least to a welfare state whose sovereign fund is more diverse. I still fear that Vision 2030 is criminally outlandish and that the people of S. Arabia deserve better for their money. However, I hope MBS succeeds with some of the other changes I've mentioned. As for whether Saudi Arabia is "ready" for democracy, that's a very insulting question. People everywhere are ready for democracy. I fear the United States' semi-democratic government is so thoroughly captured by monied interests that its people are increasingly unready to ever demand the reforms that would permit them to exercise real democratic governance.

Complacency and due to international trade diplomacy. If these countries start up their own industrial and manufacturing sector, many European nations will struggle. France for instance controls their former colonies central banks. @@cirus4460 Sorry to be negative, but the buses, wagons, trains and ships run on diesel too, and will continue to support the oil industry. Renewables are not part of the Great American Plan, or England would have had them years ago. In Spain I get an average of nine hours sunshine a day, which allows me to run a solar powered bicycle, with two sets of batteries, one to use and one to charge. My solar system would probably run to a small light single seater car with a 20 or 30 mile capability. In England it wouldn't get out of the drive. I don't know what the answer is, but I do suspect that it might include something which rarely gets mentioned, and that is a serious look at the environmental costs of mass travel on a daily basis, and a gradual move towards staying where we are.

An inclusive government that do not share the wealth & prosperity with people that actually create it (wether foreign or local) can not possibly attract foreign Investment, they should actually look into other nations like Australia or Singapore to see how they treat their foreign workers, there is a lot of things goes into a be considered a developed country.
