By this time authorities could take the cognizance and have taken some action . 80% ARE ALARMING FOR THE AUTHORITIES. I DONT THINK THEY ARE SLEEPING.

@@14ARVIND to answer your question there are countless scenarios where actions are unethical but not illegal. One such example is paying employees minimum wage without increase over time. Companies follow accounting standards which allow them to present info in a standardized manner. There are clauses which you can exploit to show higher or lower income but thats unethical not illegal.
