Neither. Tuvan is a Turkic language but it is not mutually intelligible with Turkish; Anyone who says otherwise is lying. Ethnically Tuvans and Turks are related in the same way the French and Spanish are related - i.e. there is a genetic relation but the two cultures, languages and people are totally incompatible in every world except for those who harbor some kind of Turanic wet dream.

I am trilingual and what you have listed above is something that also is true when comparing other pairs of languages. I'm not doubting there are similarities, because they are in the same family of languages (so in some ways, you are correct), but it's definitely incorrect to say that Tuvans are Turks, and these similarities are no more significant than similarities between, for example, Spanish and Italian, and nobody would claim these are one and the same. Turkic and Turkish are not the same thing.

I found an excellent summary which basically says we are both right to a degree; i.e. subgroups of Turkic languages are mutually intelligible (e.g. Azeri and Turkish, and so on) but there isn't mutual intelligibility between subgroups. 'The Turkic language family, like any other language family, is divided into sub-groups and one can be certain that within each sub-group, mutual intelligibility is assured. To start with, there is the famous Oghuz group, comprising notably Turkish, Azeri and Turkmen, the Southeastern group, including Uyghur and Uzbek and their common ancestor Chaghatay Turkic (sort of like the Ottoman of the East), the Northwestern, within which we find Kazakh, Kyrgyz, Karakalpak and Kipchak, and then of course the more northern ones, such as Tatar, Chuvash, Tuva (I'm not too sure about the subdivisions in Siberia...). Do bear in mind that not all Turkic peoples are Islamic, and their languages reflect this fact: the Turks in Siberia mostly follow religions other than Islam, and as a consequence, their languages stock very few Persian and Arabic loans, which greatly reduces their mutual intelligibility with other Turkic languages. Muslim Turks' languages have Persian and Arabic lexicon as a thread which links them inter-lingually, so that despite significant grammatical differences, a skilful linguist can always understand the others by knowing one of them - at least in writing. I would say that, from the West to the East of the Turkic world, the languages somehow form an interesting dialect continuum which illustrates the history of the migration of Turkic peoples. Oghuz is the closest to the Southeastern, which in its turn is close to the Northwestern. The Siberian Turkic languages are geographically cut off from these three groups, which also happen to be Islamic ones. Personally, I'm most familiar with Oghuz and Southeastern, and as a result have a passive knowledge of Kazakh and Kyrgyz. Situated at the Western extreme of the language family and representing the last stage of the historical migration, Turkish is the most innovative of all and has lost a lot of features common to the rest of Oghuz and the Southeastern, such as the loss of velar fricatives [x] and [γ], and the uvular plosive [q]. In writing, Modern Turkish does not distinguish between the open-mid front vowel [ɛ] (represented in Azeri by ə, in Uyghur by ه and in Uzbek by a) and the close-mid front vowel [e], resulting in a confusion of the two sounds by native speakers. Lexically, Azeri and Turkmen are much closer to the Southeastern than Turkish is: 'bala' as a common word for 'boy', 'son' (affective) exists in Azeri, (not sure about Turkmen), Uyghur and Uzbek, but does not in Turkish. In Azeri, Turkmen, Uyghur and Uzbek, 'white' is 'aq', and 'black' is 'qara', whereas in Turkish, although the cognates exist (ak and kara), the Arabic loan 'beyaz' and the Persian loan 'siyah' are more frequently used. As far as I know, in all other Turkic languages, the first person singular is 'men', with various degrees of opening of the vowel (Uzbeks tend to use a close vowel, or sometimes, under the influence of Russian perhaps, even a diphthong - 'mien', Uyghurs are neutral about it, whereas Azerbaijanis use a open-mid vowel which makes it sound almost identical to the Persian word for the first person singular), but Turkish is the only one to change the whole thing into 'ben'. Grammatically, to express 'time in which' in a synthetic way, Turkish uses -ken but Azeri and Uyghur/Uzbek all use -nda (subject to vowel harmony, of course), which literally means 'in doing'. There are numerous other examples. So if you know standard Modern Turkish (Istanbuli), Turkic languages from the East, including Turkish dialects spoken in Eastern Turkey, can seem to be archaic and have a lot in common, and you turn around and realise that Turkish is rather peculiar. If you don't mind practicality and would like to learn a Turkic language which shares phonetic, grammatical and lexical features with as many other Turkic languages as possible, then go for Azeri, the mastery of which guarantees that of Modern Turkish, and gives you solid grounding in order to progress fast in Uyghur and Uzbek, and then Kazakh and Kyrgyz.'

The thing with Turks is that they do know Turkic is not same as Turkish, but there is no differenating word available. They just say "Turk". In addition, there is a mistake. Ə is read as æ not e.
