The people who manifest stands and die from them are always people who aren't particularly striving for any interesting goal, as far as I can tell. Holly was happy, so her stand got her, Koichi was normal, but he got healed and more and more motivated with time, the car salesman was a boring bastard, so he got ripped to shreds. I guess that one Speedwagon employee who touched the arrow must've been genuinely a little mid in his heart as well.

I think I remember hearing that The World is Dio's specific stand and he also inherited Jonathan's stand which takes in a form of a version of Purple Hermit. It kinda explains why Diego From Another World has The World since Scary Monster is only something SBR's Diego inherit from another stand user

The trick of The World that a lot of people don't piece together is that its power isn't to stop time, it allows Dio to have every Joestar Stand. Dio on screen/page uses Hermit Purple, Holly's Stand, and Crazy Diamond. He and Jotaro just never realized The World can stop time because Star Platinum can.
