The scum chain gets bigger the higher you get. and if they work by themself then it is also costly to run ads/websites and other needed software (and possible mules) so they would still be shedding money. I know 2-3 people who have worked as a scammer in my hometown city. The perception is that, All the Americans have millions of money, if anything goes wrong with American, their government is going to help them out.
